I cannot speak specifically to that issue; but generally, most govenrment agencies have codes of conduct. Most have policies regarding dating co-workers. Moreover, if this person is in the military and/or in the heath profession, there are some additional ethical and legal rules they are bound to follow.

Can a doctors office terminate you even if you pay on your bill monthy when you have medical problems?

Generally, yes. However, the doctor cannot simply terminate you without providing you notice, providing you suggestions on where to get continued care, and must be willing to see you for a limited amount of time, ususally up to 30 days. Otherwise, his licensure board my view this as patient abandoment.
