Unfortunately, the answer is no you can not get the convictions removed from your record or sealed. The only time you can legally have your records sealed in Texas is if you have successfully completed a deferred adjudication probation. If you have been to prison, there is not a way to seal your record.

To my knowledge there is no restriction on obtaining a US Passport with a felony DWI conviction. The real question is will the other country (Mexico) let the US citizen into Mexico? There are problems traveling to some countries with any DWI on your record - most notably, Canada. However, I have not encountered any problems with someone traveling to Mexico.
Most likely yes. If you were convicted of DWI, the convictions will be on your record forever. It just depends on what database your employer uses to do background checks. A DWI conviction stays on your record forever.
