Is there a statue of limitations on when child abuse (physical) can be reported in Texas?

Assuming you are not a mandatory reporter, you do not have any specific time frame when you are required to report. The criminal statutes apply if the person is going to be prosecuted criminally. If abuse has occurred, the first agency to call is CPS. That agency will make the determination as to whether it is too "late" to investigate.

If my children's father doesn't see or talk to them on a regular basis can I get his legal possession times changed?

There are some ways to address these types of issues without going back to court. First, you could take the children to a therapist and have that therapist send a letter or have a conference with the dad. Second, you could attempt to talk to him, but given the circumstances, that might not be effective. Third, you could attempt to alter the arrangement by agreement or through mediation.
