Biography
Governor John Carlin appointed Mr. Joseph to serve as the first Chair of the Kansas State Board of Indigents Defense Services when that agency was created by the Kansas Legislature in 1984. Prior to that, Mr. Joseph served at the pleasure of the Kansas Supreme Court on the Board of Supervisors of Panels to Aid Indigent Defendants.
