How can my family gain legal guardianship or visitation with my neice who some one else has guardianship over her.

You can file a petition for guardianship with the court and given her age the court would normally take her wants into consideration, among other things. Practically speaking, since this would appear to be a contested matter, I might just wait it out as she is almost an adult and will soon be able to make her own decisions without a guardian assuming she is not mentally incompetent.
