    You can apply for your FOID and you should be able to acquire it. Although, you cannot get a hunting license in IL while you owe back child support. If you are having problems getting your FOID card or purchasing a firearm, it may be due to a protective order or domestic violence issue. There may be ways around it.     From the facts stated, it seems as if the sub-contractor does not have a valid claim against you. If there were material differences in the work done and what the contractor agreed to do, the price change should have been agreed upon between the parties.     You should take a notarized affidavit from the father and a certified birth certificate from the county with the fathers name. Also do you have legal status to return to the US? If you have a green card there are restrictions on how long u can leave the US for without your status being abandoned.

    The best thing to do is contact a local attorney to see what options are available in your specific jurisdiction. Generally speaking, child support stops at age 18. In some cases, a full time student may be eligible for ongoing support. But this is usually agreed upon in the separation/divorce agreement. Different jurisdictions follow different rules.
