I am sorry to say that you have been scammed and that this scam is not really newsworthy either. This is a variety of the "Nigerian Bank" scam. Nobody wins multimillions on a lottery they did not enter. All such calls are scams. All such calls ask you to send money to them. Or they ask you to use your bank account to launder their money, which ultimately turns out to have been a phony deposit. NEVER RESPOND TO SUCH A CALL --- EVER --- NOBODY SHOULD -- EVER -- If you have telephone numbers or other details, call the FBI. If this had anything to do with the mail, call the Postal Inspectors. But chances are you are out of luck.

the administrator of a estate spent all of the cash, can that admistrator be made to pay the money back

What did the administrator spend the money on? Was it for estate debt? Was the administrator bonded? Did the administrator breach his trust? If so, laws of every state would provide remedies against him.

How long can one judgement creditor garnishhee your pay? And how many different judgement creditors can garnishee your pay at the same time?

It would seem that a judgment creditor can garnish your pay until it is paid in full with interest. It appears that up to 25% of your wages can be garnished in Washington unless you are a low wage earner in which 30 times the minimum wage is exempt from garnishment. It would seem that more than one could garnish your pay, provided that no more than the 25% non-exempt amount could be garnished from any given paycheck.
