    His chance of winning is very good if your husband's case revolved around questions of fact. Generally reviewing courts will not disturb the Commission's findings unless they are against the manifest weight of the evidence. If the review was taken on the basis that the law was somehow misapplied then all bets are off as the courts can review the case and overturn the decision as they have de novo jurisdiction.
