Can I adopt an infant thats not directly related to me but there parenst consent?

Yes, but you need both biological parents to consent to voluntarily terminating their parental rights and consenting to the adoption in order for it to happening in all likelihood. It would appear that the mother and father acknowledge that you can care for this baby better than they can currently.
