I assume you mean a diversion program by PTI? If so, I would contact the person with PTI you were previously dealing with. Explain the financial situation and need to relocate. You may very well have been terminated from the program when you left and a court date was scheduled. The notice from court would have gone to your last known address (explaining a failure to appear and arrest warrant from the court). Depending on how your conversation goes with PTI, you may or may not need a lawyer....

If your husband hasn't made bond or is being held on no bond. The State has 30 days to file the charges. If not filed, you (through an attorney) may file a motion to be released on his own recognizance after the 33 rd day. Some jurisdictions will automatically set arraignments without the charges being filed and simply reset the date if files not charged. You should ask the PD to file the 33 day motion. Release under the rule isn't automatic, the motion must be filed.
