How can my wife go back to the U.S.? What type of form, visa, permit does she need?

This is a difficult situation. Very fact specifiic and includes the question of if she removed the conditons of her green card two years after recieved. You do stand the risk of your wife being tuned away at the US boarder and her green card taken. I would suggest you make an appointment at the US Embassy in Switz. and discussing it with them. What type of Visa do I need to apply for if I marry my fiance in the Ukraine and how will the U.S. recognize my marriage.

If your fiance came over on a visitors visa, we would suggest that you wait at least 60 to 90 days before getting married. Her intent expressed at immigration inspection is to visit and not get married. A presumtion of lying to immigration may arise if you do not wait at least 60days. I would then sugest you getting married in the US-do not leave- and then file an I-130- and I-485 to adjust her staus from non-immigrant to immigrant and recieve her conditonal green card.
