Is there anything he can do while in prison? Is there some legal help for prisoner in a situation such as his?

If the will determines this money is for him then his siblings would be committing a theft by taking his money. The will should have to go through probate and this should be made known to the probate judge.

What is a "state custody hold" in state of GA mean

State custody means the individual is in custody of the State of Georgia as opposed to one of the counties or municipalities. A state custody hold means the indivdual has either a probation or parole warrant pending.

the department of corrections would be the one who will provide you with a tentative release date...if there is an immigration hold, most likely the person will turned over to ICE after the release from the DOC
