This question comes up in my practice from time to time. Sometimes the federal agents will investigate case for several years before charges are filed. I recommend that you contact a federal defense attorney who is familiar with the prosecutor's office. That attorney can represent you and hopefully get information about the investigation. You are permitted to file for early termination of supervised release. It will be up to the judge to decide whether to grant or deny the motion. An attorney can file the motion for you with supporting documentation.

The count of conviction and sentencing recommendations can and should be handled by a federal criminal defense attorney. There are several federal misdemeanors in the criminal code. Sometimes the federal government will charge a person with a similar crime after the person has pleaded guilty in state court. You need to contact an attorney who practices in federal court. The possibility of probation depends on many factors, most important being the drug amount.

My experience in federal court is that most witnesses do appear in court and do testify. I would not count on prevailing in court based on the hope that the victim does not come to court. Your boyfriend needs to be concerned on whether the prior felony can be used to enhance his sentence. An experienced federal attorney is necessary.

You should either contact an attorney or call the prosecutor assigned to the case. You do not want to just fail to show, which could attract more attention to you or worse. The prosecutor may be able to reimburse you for your out of pocket expenses.
If the Government filed a 5K1.1 motion, you may still be able to make your own sentence recommendation. The letters may support your sentence number. I would attach the letters to a sentence memorandum, outlining any other Section 3553 issues.
Federal drug sentences have mandatory minimum jail time for certain offenses and drug amounts. Your sister should consult with an attorney to determine the total drug amount.
