Is it possible to have DUI offense expunged in Maryland, North Carolina and Georgia from my record

Can the police pull me over for having a paper tag on a new car?

You say you are in Jonesboro Georgia, so this is Georgia law. You are permitted a 30 day temporary tag issued by dealer upon purchase. If you have a hand scrawled tag that says "tag applied for" or something similar, the police would usually be authorized to stop your car to investigate whether its stolen, you lack insurance, etc. After stopping your car, if they have probable cause to believe you are committing a crime or are otherwise permitted to impound your car, they can search it.
