    If you don't have any other convictions on your record and 15 years have passed you may be eligible. There is a bill in the Legislature that may change that wait to 10 years. If it passes it would go into effect in December of 2015.

    Technically, yes. But in practice, not very likely if you have an attorney to give you advice. Either way you should hire an attorney to discuss any issues like this.

    If your conviction was in District Court you have ten days to appeal it to Superior Court.

    Contact the California State Bar. They can help advise you what to do in this situation aside from calling someone who won't return your calls.

    You should hire a lawyer. The cost for legal help in traffic court ($50 to $100 in most cases) is very small compared to the damage you can do if you make a mistake in court. I have tons of clients who come to me after representing themselves in Wake County traffic court and the costs to fix errors is very high in terms of insurance points, DMV points and possible loss of license.

    Here is a link to some information about expungements in North Carolina. There is a way to get a charge like this expunged after 15 years. Depending on his age at the time of offense there might be another way.
