A What exactly will it mean tosign waiver of bond?

Sign the waiver only if you trust your cousin not to run off and/or steal any estate funds. Do NOT sign if you do not have that kind of trust. The bond serves to protect the interests of the heirs against that possibility. Also your cousin should be the best qualified to serve, otherwise someone else should be appointed.
