Can an employer withold last paycheck if employee has some of employers property

In Maryland, the answer depends on whether you have provided prior written consent that would allow your employer to withhold all or any portion of your pay. If you have not provided such authorization, the employer cannot withhold your last check without running afoul of Maryland's Wage Payment and Collection law which may subject the employer to triple damages and liability for your attorney's fees.
