Start with disputing the charges which are not your charges.
You must look into civil statute of limitations. When did you first know this happened and why did you take this long before considering a civil action are questions you will need to answer.
Contact the FBI and request them to investigate. They will determine the location if it is criminal.

Find someone who can help you as a victim to assist with law enforcement and prosecution.

Contact the local US Attorney's Office and ask for the case to be referred to the appropriate federal law enforcement agency for investigation.
You need to contact each creditor and a credit reporting agency and challenge the charges in writing. You should document and if needed, contact the FTC.
You need to fill out an identity theft and fraud report with local and federal law enforment/Social Security. Contact the credit reporting agencies and credit card companies to challege the charges.
