You ask a complicated question. Cases like your are always very fact specific -- the claims will depend on your specific facts. If you have a claim for sexual harassment, you can pursue it two different ways in NJ. You can report it to the EEOC, and they will investigate it. If they can't reach a resolution for you, they will eventually release the claim, and you can then sue in Federal Court. No. Your employer can not withhold your paycheck. The PA Wage Payment and Collection Law requires that the employer pay employees on the designated paydays. However, your employer could take other actions against you, such as suspending you without pay, or terminating you for failure to follow procedures. For that reason, I would make every attempt to get the log sheets done on time.
No. Your employer can not just hold your paycheck. Such action is prohibited under the Fair Labor Standards Act. You can sue the employer in your local small claims court. If the employer believes you stole the money, they can counterclaim against you, or they could report you to the police, but either way, they're going to have to be able to prove that you stole it.
