1. Can a security guard detain with intent to investigate, not arrest? Can they pursue a fleeing suspect W/O intent to arrest?

My principal concern with detaining someone when there is no confirmation of a crime would be that you yourself could have committed unlawful imprisonment. I agree with my esteemed colleague's opinion regarding contacting your employer's attorney. Depending on your area, whether or not you get prosecuted for detaining the person, would be an open question. This crime is a misdemeanor and as such, you can receive a term of imprisonment for up to one year in New York.

Can i sue my dentist for agony pain he made to my teeth and jaw?

I don't think I can see a case here. He may not have used the best technique, but I do not know that this is malpractice. The damages would be minimal from what you have described so you may have difficulty finding an attorney to accept your case. If you feel strongly, you should attempt to contact medical malpractice lawyers in Brooklyn for a free consultation. You should be aware that there is a statute of limitations of 2 1/2 years for dental malpractice in New York.
