Would we be violating any laws; labor, employment or other?

If I understand her question, the restaurant donated or gave her the bottles. If that is the case, the restaurant no longer owns the bottles and cannot tell the boyscout troop to give half the money back. Giving something to someone is the same as selling it; ownership has been transferred and the restaurant has no rights to the bottles whatsoever. The mother can simply keep the money.
