What you are talking about sounds like it should be ok. Where you run into trouble is if you have a prize, chance and consideration, that is an illegal lottery. If you are not charging any entry fee there is no consideration so you do not fall into the illegal lottery. Moreover, since only the best team would be winning a prize there is arguably no chance element either. If I were you I would argue that at most you were a skill contest, which would also be ok. It really depends on whether you are looking to make a new episode in the video game series or you just want to sell your idea to the game company. Every game company has business development people that meet with developers to hear new ideas on their games.
