You are not liable for the debts of your deceased mother and they are not entitled to any of the insurance proceeds paid to you. If the proceeds were paid to her estate then the credit card companies would have a claim, but since you were the beneficiary they cannot get to it.

Your spouse is not liable for your credit card debt unless she agrees in writing to be obligated. This can occur in a couple ways if she signs an agreement with teh Credit Card company to do so. Also, if she becomes an additional cardholder on yuor account that agreement may make her liable it depends on what the card agreement provides.

This is too good to be true. Chapter 11 proceedings are costly, even for a small business owner or individual. The filing fees alone will eat up most of the quoted cost. Without knowing more about the situation it is hard to give you an estiamte of the real costs, but $1500.00 is completely unrealisitic.
