How long can a lawyer pursue you with a judgement?

A money judgment is good for 20 years in NY for purposes of going after bank accounts and personal property. An FDCPA attorney may be able to help you with the harassment.

How can I get my judgment that I was granted out of ch.7 from someone I sued? The case is in Delaware. I live in NY

Sometimes, judgments that were obtained against a debtor who committed fraud, are non-dischargeable debts. There are strict filing deadlines in bankruptcy court with respect to filing a claim against the debtor's estate, to protect your judgment from being wiped out. Based on what you write, it doesnt sound like the debtor has assets; but if he did, you also have the option of asking the Court to lift the automatic stay to pursue the debtors assets.
