    The statute of limitations has most likely passed. The infromation necessary to make the claim about the lights existed in 2009. Thus, the normal SOL in CA most likely applies.

    Generally speaking, you report the accident to your insurance. The other driver will report to his insurance. If you need to make a claim, then I would suggest that you contact local counsel to help sort out which of the other possible policies exist to cover your losses. The coverage may be concurrent or one primary over another. best to use an attorney. For you, it is up to you to report it to your insurance, that is the law you are most likely referring to.

    If you are making a personal injury claim, get a lawyer. If this is only a property damage claim, cooperate with the insurance company, If theirs won't pay, go through yours. Make sure you reported to your insruance company.

    This is a question that cannot be answered simply, it is really your choice. The PD is supposed to present a defense the same as a private attorney would. Recall that Jodi Arias and Casey Anthony had PD's. But not all PD's are created equal and neither are private attorneys. Ask the attorney what they think that they can offer that a PD cannot.
