Can I prevent my child's father from seeing the child because he is behind on child support payments in state of CT

No you cannot prevent the father from seeing a child based on unpaid child support. You can be held in contempt. Your avenues of enforcement are filing a Motion for Contempt through the Superior Court or contact the Child Support Magistrate's office in your area. Magistrate Court may take some time but it will be very inexpensive.

If a divorce decree is silent regarding secondary health coverage for a child, is the NCP allowed to benefit from it?

She is incorrect. The decree states an equal division of unreimbursed medicals, therefore you should be paying equally. She is not entitled to a windfall.
