Eventually, you will have an interview at the USCIS Office in Hartford. As stated by other lawyers, TPS adjustments can be tricky. I advise that you have a Connectiuct-based immigration lawyer prepare your paperwork and appear at the interview with you.

This involves (1) performing a title search on the property, (2) preparing a lien and notice of intent to file a line, (3) having a State Marshal record the lien at the town hall and serving it on the property owner. There is a 90-day time limit after you last worked at the building to do this. If the owed balance is $1,600, you may just tkae the contractor to Small Claims.

Unfortunately, your sister can only file I-130 for you now. Only when the visa number for youof r category brothers and sisters of U.S. citizens becomes available (in 12 years or so), you will be able to file an I-485 with an I-765 to obtain an EAD. The I-485 and I-765 could only be filed if you're still in status after all these years. Please feel free to contact me as I am in CT if you have any questions.

Once you become a U.S. citizen, your Mom will qualify as your Immediate reltative. She, therefore, will be able to get a greencard even if she overstays her visa or engages in an unauthorized employment. The key is still how long it will take before you're able to file for her. She can still be placed in deportation proceedings if her visa expires and you haven't filed the paperwork on her behalf. Feel free to contact me for more information.
Did the I-130 get approved? You will need to file a new I-485 with all the attachements (medical, sufficient Affidavit of Support, etc.).
