I was involved in a minor fender-bender on private property (shopping center). The police officer was intimidated by a large crowd of the other involved person's friends that were jumping around and screaming, and ended up giving me a ticket. Mr. Modica and I went to court in August, 2020, and the ...police officer did not show. The case was dismissed. Lo and behold, 3 months later, the police officer made a motion to reopen the case. Mr. Modica filed a motion with the court that this was illegal and would set precedent against Delaware law. A week before the 2nd trial, the judge ruled against the officer's motion to reopen. Hopefully, this is a done deal, the 2nd time around. Mr. Modica knows the Delaware law, and handled this efficiently and with a good outcome for me.
