Who determines how much parenting time is reasonable and fair?

In Florida, the courts would prefer that the parents make that decision as to reasonableness and fair visitation. If the parents can't agree, however, which frequently happens, then they'll each have an opportunity to present their evidence and their arguments to the judge and the judge will have to make that decision.
