When does estate planning involve tax planning?

All estate planning involves tax planning. For some families, we could be talking primarily about the federal estate tax. For some families, we could be primarily concerned with property tax and maintaining your proposition 13 benefits. For other families, capital gains tax and income tax is the primary concern.
