What can I do if my insurance company offers an amount below the value of the damage?

Get a second opinion and hire an attorney. It's important to understand that the law does not require you to negotiate with your insurance company. The law requires them to pay you the fair market value of your loss. So don't be fooled into thinking that you have to entertain settlement offers with the insurance company just to comply with your policy provision.
