On June 15, 2011, President Obama issued an Executive Order establishing the SelectUSA Initiative. This government program establishes a federal investment promotion program to spur the U.S. economy. Importantly, SelectUSA establishes the Federal Interagency Investment Working Group. This group includes senior officials of the Department of Homeland Security, which oversees the Citizenship and Immigration Services agency. Although the order itself does not create a specific immigration right or benefit, foreigners are a major source of investment in the United States and SelectUSA orders Immigration to encourage such investment.
