Immigration Law that is not followed

In general, the purpose of law ifs to forbid what people would like to do, and to force people to do what they do not want to do. Forbid or force is what law is for. In the immigration field there are peculiar instances when law exists, but not followed. I chose a few examples that cry out loud.
