Home CareThe prospect of you or your loved ones being admitted to a nursing home is no longer inevitable, but optional.
Home care, or, as it is also known, aging in place, is an attractive option for many seniors facing the need for skilled care. Information pertaining to funding options, private pay options, Medicaid and aging waivers, requirements and eligibility is crucial if you or your loved ones are to make thoughtful decisions and avoid potential pitfalls.
Pennsylvania's Department of Human Services (formerly the Department of Public Welfare) offers Home and Community Based Services (HSBC) for seniors facing the need for skilled, long term care. HSBC is a waiver program wherein the federal government waives the rules governing medical assistance. Medicaid Waivers provide funding for support and services to aged or disabled individuals remaining in their homes. Eligibility requirements include income, resources, age, and level of care needed.
The Aging Waiver is funded by Medicaid. The Estate Recovery Act applies to recipients qualified for the Aging Waiver. This means that Pennsylvania has the right to recover against an estate for medical assistance provided to an individual after age 55. Pennsylvania's recovery is currently limited to the individuals probate estate, which includes all real and personal property and other assets included in a recipient's estate.
Living Independent for the Elderly, or LIFE, is Pennsylvania's version of the Federal Program of All-Inclusive Care for the Elderly, commonly referred to as PACE. LIFE integrates Medicare and Medicaid funding for services provided at adult day care or senior centers but may also include home-based care.
Many waiver programs allow family members to serve as paid caregivers. However, certain requirements must be met and restrictions adhered to in order for family members to receive payment for services rendered as a caregiver.
