Anti-Plea Bargaining Another policy that MADD advocates is "anti-plea bargaining." This practice prohibits plea bargaining or reducing any alcohol related offense to a non-alcohol related offense. There are sixteen (16) states and territories with anti-plea bargaining laws, and they are as follows: California, Colorado, Florida, Georgia, Hawaii, Kansas, Kentucky, Michigan, Mississippi, Nevada, New Jersey, New Mexico, 217 ) New York, Oregon, Pennsylvania, and Wyoming.
