Do I have to talk to or meet with the IRS? Can you negotiate with the IRS for me?

Generally you do not have to talk to or meet with the IRS if you retain a tax attorney to assist you. In some circumstances, a revenue officer or a revenue agent may request that you speak to them initially to describe your situation. However, the benefit to have a tax attorney assist you is that they can negotiate on your case and handle all of the communications for you.
