The law does not set any standard for resolution of this policy/practice question. A legal standard or mandate would cause a specific judgment to apply in all such circumstances. Instead, specific factors pertaining to the particular circumstances of a specific overnight lodging should be weighed and evaluated. The best -- most legally sound -- practice is the one that takes into account the individual circumstances and factors of a specific event.
