My friend is facing charges for sexual assault and harassment, the evidence he has against him is CCTV footage of him at the scene of the crime and footage of the victim of harassment's rear end. Would these be sufficient to charge him with the crime?
There is no charge in Illinois Called "Harassment". I have no idea what "harassment's rear end" means and I'm not going to guess whether that's a vehicle reference or an anatomical refernce. Just not enough here to help you. Explain but first breathe and then type slower.

State's Attorney's can charge whatever they like, as long as it is an actual offense. Whether or not they can prove the charge/s is a whole different question. If charges have been filed then your friend should consult an attorney. The State has attorney's working for them, your friend should have one also.
