i filed my taxes by mail n put my dads address cause i was staying there at the time but i moved and did a address change and herd that usps does not forward gov'ment documents
I have never had a problem with forwarding of mail, even refund checks. I would check with teh IRS to see if the refund was mailed. You can also provide them a new address using form 8822, a link for which I have attached.
If the IRS says the refund has already been mailed to you, check with the post office regarding the forwarding of your mail.

I have never heard this. Why wouldn't they forward government documents to an address you specified? They just want to get the mail to its intended recipient.
You should call the IRS refund hot line number (I dont recall offhand what it is - you can obtain it from their website at IRS.gov), and verify if and the amount and when the refund was issued. The post office does forward mail if you have provided the post office a forwarding address. However, but uncommonly, refund checks do become lost or stolen in the mail, and if that has happened to you, there is a procedure you can follow to report it and obtain a replacement check.
