My storage unit to my apartment is located in the basement of the 2 story building I live in, it was recently broken into and I had some stuff stolen. I feel unsafe in my apartment now. The thief either lives in the building or has easy access to the building. There is no locked door to the basement or any door in the building. It's completely unsecured. I just feel unsafe and don't want to live there anymore. Am I able to break my lease without penalty? I have 8 months left on the lease.
That is not going to be sufficient basis for breaking your lease. When you sign the lease you are entering into a contract and will be bound by its terms. If the landlord fails to maintain the premises to such a degree that those premises are no longer livable (or habitable to use the legal term) they you can assert a constructive eviction as a defense to the landlord's lawsuit for rent payments. But what you have to understand is that a judge will only consider something that is so pervasive that no one would feel that they could remain in the premises AND the condition was something that the landlord failed to resolve. Your general fear of crime is not something that the landlord can resolve and the breaking into the storage space is not something so pervasive that the average person would feel they could no longer live in the premises.
