No information on how visa modernization will actually be dealt with. Backlogs are an issue and it is a known-fact, so maybe something will be done to address this specific issue. We are yet to see on this.

Deferred action is a form of prosecutorial discretion, meaning the executive branch is prioritizing who to prosecute as deportable/inadmissible. Individuals granted deferred action are determined not to be high priority, and granted limited benefits (such as employment authorization) for a limited period of time, unless the executive order is rescinded. Only Congress can legislate that it is a pathway to a green card or citizenship. Although you are waiting in line, your wait will eventually result in lawful permanent residency and/or citizenship (assuming you are eligible). This is a crucial distinction to keep in mind.
