We live in WA State, a community property state. Can the IRS take action on him to collect my debt? I currently have an installment agreement- haven't missed a payment, on direct debit.

Your debts prior to marriage are yours..called separate debts. Any income during your marriage is marital income. I doubt the IRS will go after his income to pay your separate debts though, and in light of you not violating your installment agreement, not sure how they could as it is an agreement. But when you file a later tax return and entitled to a refund, then issues arise if you file jointly...and the terms of such agreement should then be scrutinized! Good luck.
