my I130 petition was filed at california center and was transferred to vermont center, will my priority date change? on the website it was already processing november 2018, my priority date before it was transferred was december 2017, how will the process goes? will they process it right away since it already past the date? or i have to wait 4 to 7 months more since thats their processing time ?

If your Priority Date has been reached, then depending upon the category of the I-130 and other details, it may be time for you to file an application for adjustment of status.
