I had to make a 20% payment over the phone with my credit card to Maryland CCU so I could have the option of being on a monthly payment plan. After making this payment the rep said I would receive a letter in a few days to make monthly payments. I haven't received anything from them. It's been 4 months and I haven't received a letter/payment plan and they will not reply to my emails.
Try calling and speak to a real person. Government agencies tend to be backed up. Send a letter also, stay on them. Good luck.
If you have an address you may consider sending a written letter explaining your situation, it will at least create a paper trial so that you can show you were trying to get in touch to make payments.
