Father hasn't seen his child more than 7 times 5 years. He is paying child support since she was 1 year old.Father also moved out of state with informing the mother.
More than likely, Father will receive some type of visitation. In Pennsylvania, Courts are required to do what is in the best interest of the Child, and it is public policy that children maintaining a relationship with both parents is in their best interest (with a few exceptions). In determining what is in a child's best interest, the Court will look at 16 factors (see link below).
The fact that Father is paying, and has been paying, child support is not a factor in determining Custody. In Pennsylvania these are two separate issues. Likewise, the fact that Mother is single, by itself, will not be an issue.
Based solely on the fact you presented, the Court may order periods of supervised custody until Father and the child have a more steady relationship.
