Your post makes no sense. HIPPA has nothing to do with child support. You should return to the CSE Office, and refile your support case.
I have never heard of such a thing. Sounds like nonsense to me. You are dealing with CSS, right? The alternative to using CSS is to retain private counsel and file a paternity/child support case. HIPPA has nothing to do with child support.
That doesn't make any sense. You need to take any paperwork they gave you and speak with private counsel about representation if they won't help you.
