Me and my ex have joint custody for three kids. According to the court order I the mother keeps custody of 2 passports and the father keeps custody of one passport. I am planning to travel outside U.S and have found out the kids passport has expired and needs renewal. Since it's not indicated in our custody order regarding passport renewal costs, my question is which parent is responsible for paying the passport renewal costs? And what if the father states that since it's the mothers decision to take the kids for vacation outside U.S then she can use the child support funds to bear the passport renewal costs?
The court will not usually weigh in on the issue of passport costs. The presumption is that the parent that wants to travel is responsible for all costs of that travel. As for the use of child support, the custodial parent has absolute discretion of how the child support is spent.
I do not think either parent can be required to pay for the passports so the parent who wants them to have passports would likely end up bearing the cost of same absent an agreement to the contrary.

Unless there is a court order, the answer should be none. Parents are not required to pay for their children's passport. If someone wants the passport, then they need to pay for it.
