My sister just turned 18 and wants to change her last name to match our mother and step-father's last name. We are required to inform any "Interested Persons" before filing. She is not married, so is there anyone we would need to inform? In particular, do we have to inform her biological father? She does not have or want any contact with him.
Because she is an adult, she does not have to give notice to her biological father. An interested person is generally someone who has the right to object.
