Who is at fault? Driver turned in front of me?

Under your version of the facts, she would be at fault for attempting to turn from a lane that can only go straight. However, she has a different version of the facts so it could turn into a "he said, she said" unless there were witnesses. Turn the matter over to your insurance company and use your collision coverage if her insurance company denies your claim. You will have to pay a deductible, but will get it back if your insurance company wins at arbitration.
