My asylum case was denied by BIA. Now my husband wants to file case as main applicant on a totally different basis (because country conditions in his home country changed). He was a dependent in my case. Can you please advice where should we file his asylum case in asylum office or court ? and can i be dependent in this situation?

I agree with my colleague. You would need to file a motion to reopen with the Board of Immigration Appeals based on a change in circumstances. If you do not already have an immigration attorney, you should definitely contact one since motions before the BIA are complicated and involve lots of procedural red tape.
